Higher Voltage HF Solar Panels Charging Batteries

Here is an Outback FM60 controller charging 22 Amp into the batteries during a cloudy day. Solar panels are HF, 28 modules putting out 420 watts total under ideal condition. Reading over 13.8 volts at 22 amps so that's a total of 304 watts on an overcast day and without a proper angle these panels are very efficient.
